Affordable Housing and Housing Assistance

County Programs

Qualifying Cypress residents may participate in several housing assistance programs administered by Orange County.

Mortgage Credit Certificate (MCC) Program – enables income-eligible first-time homebuyers to receive a federal income tax credit of up to 15% of the annual mortgage interest paid.

Mortgage Assistance Program (MAP) – provides silent (deferred payment) down payment assistance loans to assist low-income first-time homebuyers.

Housing Choice Voucher (HCV) Program – helps cover the difference between the rent a lower-income household can afford and the rent a participating landlord is charging. As of November 2022, the County is not accepting new applications for this program. Contact Orange County Housing Authority at (714) 480-2700 for more information.

HCV Homeownership Program – enables qualified HCV participants to use their housing assistance subsidies for mortgage payments rather than monthly rent.
